Presale marketing stopped being a volume game somewhere around the last cycle. Buyers got more careful and distribution got more expensive. The agencies that survived rebuilt around both.

Galaxy Research reported roughly $4 billion in crypto venture funding across 355 deals in Q1 2026, about half the prior quarter. Later-stage companies took close to 57% of that capital. CryptoRank data reported during 2026 showed six completed ICOs for the year at that point, about half of them trading below their offering price.

So the pool is smaller and the buyers are harder to convince. Influencer posts and a banner package will not move a presale in that market. What moves it is sequencing: you warm a community before the token exists, then convert it against a fixed deadline.

I assessed the agencies below on their published services and on how much of a launch each one can actually run.

1. Blockchain App Factory

Blockchain App Factory is a crypto marketing agency that runs end-to-end token launch campaigns. Presale and ICO/IDO promotion, community management on Telegram and Discord, KOL campaigns, crypto PR, and SEO all sit with one team, so the launch calendar lives in one place. It states more than 12 years of blockchain work across eight jurisdictions.

Its published campaign framework runs about 12 to 16 weeks before launch and 60 to 90 days after it. Presale demand gets built before a wallet can buy anything, and the post-TGE window is where most projects lose the holders they just paid to acquire. Its KOL work leans on niche creators, who convert better on whitelist actions than reach-only placements.

Best fit: presale teams that want one agency covering every channel from strategy through post-TGE.

2. INORU

INORU is a crypto marketing agency running token launch campaigns end to end, with offices listed in Chennai, Atlanta, London, Dubai, and Singapore. Its service pages treat ICO marketing and IDO marketing as separate products, alongside community management on Discord and Telegram, KOL and micro-influencer campaigns, crypto PR, SEO and link building, paid ads, and airdrop and bounty campaigns.

The airdrop and bounty work is the part presale teams should look at. Both seed a holder base cheaply before the sale opens, and both live or die on mechanics that filter out farmers. INORU also sells exchange listing marketing, so the campaign has somewhere to go after TGE.

Best fit: presale teams running a campaign across several regions at once.

3. Coinbound

Coinbound has worked in crypto marketing since 2018 and built its name on influencer distribution. It cites more than 500 creators and a large volume of earned media in outlets like Cointelegraph and Decrypt, alongside PR, paid acquisition, social, community management, and fractional CMO work.

For a presale the useful part is a roster deep enough that the KOL calendar can be staggered across weeks, plus a PR function that carries the announcement when the sale opens. The fractional CMO option matters too. Plenty of token teams reach presale with nobody senior running marketing, and the campaign shows it.

Best fit: projects where paid creator distribution is the main acquisition channel.

4. MarketAcross

MarketAcross has been crypto-native since 2014. It is an official media partner for major industry events, builds campaigns around sustained article volume so coverage accumulates over months, and runs an in-house SEO practice that most PR firms lack.

Its value in a presale sits in credibility. When an investor searches a token name, what comes back from tier-1 crypto press and the search results decides whether they treat the sale as real. That coverage compounds slowly, so it belongs in the plan months ahead of the raise.

Best fit: projects with a defensible story that need third-party validation before a raise.

5. Lunar Strategy

Lunar Strategy launched in 2019 out of Lisbon. It leads with token go-to-market planning and then executes across community, KOL, PR, social, and events, and it runs accelerator programs including one aimed at TGE-stage projects.

The planning layer is the reason to hire them. Channels sit underneath it, and the agency does not sell them as separate packages, which suits founders who have a product and a token but no launch sequence. If your positioning is already settled and you only need creator distribution, you are paying for a layer you do not need.

Best fit: teams that need positioning and sequencing settled before spend starts.

6. TokenMinds

TokenMinds has operated from Singapore since 2016, combining blockchain and smart contract development with marketing, tokenomics advisory, and community building. It also builds vesting and staking infrastructure, which touches presale mechanics directly.

Vesting design is a marketing problem as much as an engineering one. Unlock schedules decide whether early buyers feel protected or exposed, and few agencies can advise on the schedule and then explain it clearly to the people buying. Its Singapore base also puts it near launchpad and exchange relationships in the region.

Best fit: early token projects that need tokenomics guidance alongside launch promotion.

7. Luna PR

Luna PR has run since 2017 with hubs in Dubai, New York, and London and a team above 80. Its work covers communications, community, influencer partnerships, branding, and a heavy events practice that includes launch events and investor dinners.

Regional reach is why it belongs here. Capital for token sales is not spread evenly, and Gulf visibility is hard to buy from a purely Western agency. The events side adds offline touchpoints during a raise. Ask which of the group’s sister companies handles which deliverable before you sign.

Best fit: projects targeting Gulf and wider Asian investor communities.

8. ICODA

ICODA is one of the few agencies still organized around token sale stages. It covers ICO and IDO promotion, exchange listing support, KOL campaigns on YouTube, X, and TikTok, and paid distribution through crypto ad networks such as Coinzilla and Bitmedia.

It also sells AI search optimization aimed at visibility inside ChatGPT, Gemini, and Perplexity. Presale research now starts inside an AI assistant about as often as a search box, and almost nobody else has built a service line around that. Its multi-country footprint supports localized campaigns outside the English-language crypto press.

Best fit: presale and listing-stage campaigns that need crypto ad network reach.

9. Serotonin

Serotonin calls itself a go-to-market platform for Web3, AI, and biotech. It covers strategy, PR, token launch, and a product studio, plus recruiting and legal support, which puts it closer to a consultancy than an agency.

It works best for funded protocols with a governance or infrastructure story. The breadth pays off when a token launch runs alongside hiring and structuring decisions. Founders who want aggressive community acquisition and a high-tempo creator campaign will get more for their money elsewhere on this list.

Best fit: venture-backed protocols where positioning outweighs raw reach.

10. NinjaPromo

NinjaPromo started in 2017 and now lists offices in more than ten cities. It sells marketing as a monthly subscription with published hour tiers. The scope covers paid acquisition, SEO, community, influencer, PR, design, and analytics.

The subscription is the differentiator. Presale budgets are lumpy, and scaling hours up during the campaign window and back down afterwards suits a team that does not want a permanent retainer. The trade-off is worth naming: blended hour models can dilute seniority, so confirm which specialists get assigned and how their time is allocated.

Best fit: teams that want a flexible extension of an existing marketing function.

11. GuerrillaBuzz

GuerrillaBuzz is a boutique founded in 2017 in Tel Aviv. It works on organic growth through content, SEO, and community activity in places like Reddit and developer forums, and reports work with more than 100 blockchain companies.

The approach is slower than paid acquisition and a poor fit for a presale opening in three weeks. Give it a six-month runway to TGE and the search assets it builds early keep producing through the raise and after it, which a KOL burst does not. Boutique scale also means limited capacity in busy launch windows.

Best fit: projects with time to build demand.

12. Crowdcreate

Crowdcreate pairs influencer marketing with investor relations and outreach. Its network of funds, syndicates, and creators dates back to the previous cycle and reaches across Web3 and consumer sectors.

The investor-facing half is why it belongs on a presale list. Many token teams need warm introductions and structured outreach as much as retail community growth, and few crypto marketing agencies formally sell both in one engagement. Its client base reaches well beyond crypto, so ask which team members actually work on token raises.

Best fit: teams running a private or strategic round alongside a public presale.

13. X10 Agency

X10 Agency has been active since 2016. It covers community and social management, AMAs, KOL campaigns, media placements, tracker and listing placements, and project collaborations, with dedicated packages for Japan, Korea, and China.

Asian retail participation can decide a presale outcome. Reaching it takes native-language moderation and region-specific creator relationships, on platforms that differ from the Western ones. Agencies that bolt Asia on as an extra rarely deliver it. Ask for region-specific reporting. Aggregate numbers hide the thing you paid for.

Best fit: presales where Asian retail demand is a stated objective.

14. YAP Global

YAP Global started in 2020 and has hubs in New York, London, Singapore, and Dubai. Its work covers strategic communications, executive profiling, crisis management, and fundraising and investor communications for digital asset businesses.

It operates as a communications consultancy. Hire it when the delicate part of your launch is regulatory framing or institutional perception. The crisis practice earns its place on its own: presales attract scrutiny, and how a team handles a bad news cycle mid-raise often decides more than the campaign that came before it.

Best fit: projects where a messaging misstep carries real regulatory or reputational cost.

What separates a presale agency from a general crypto agency

The gap is rarely in the service list. Almost every agency above sells PR, KOLs, community, and paid media. The difference shows up in the parts nobody puts on a pricing page.

Pre-TGE demand creation. A presale asks people to commit capital to something they cannot trade yet. The good agencies build a reason to be early: education, access, referral mechanics, staged information releases. The weak ones start promoting when the sale opens.

Community quality over headcount. A Telegram group of 60,000 that produces 400 whitelist signups is a worse asset than a group of 8,000 that produces 2,000. Ask for the ratio.

KOL audience verification. Reach numbers hide purchased followers, audiences in regions your token cannot legally serve, and heavy overlap between creators who all reach the same 40,000 people. Overlap goes unexamined most of the time, and it quietly eats budget.

Positioning. With capital concentrated in later-stage deals, as the Galaxy Research figures show, an undifferentiated token competes on noise alone. A clear thesis is a distribution advantage.

Timing across channels. PR, KOL waves, AMAs, paid campaigns, and partnership announcements have to land in a deliberate order against whitelist opening, sale opening, and TGE. Coordination is the skill; the channels are commodities.

Measurement. Useful reporting tracks qualified community growth, wallet registrations, whitelist participation, waitlist conversion, cost per qualified lead, referral activity, presale conversion rate, and regional performance. No single number tells the story, and an agency that pins success on one metric is managing your perception.

How founders should evaluate a crypto presale marketing agency

Ask for token launch experience specifically. A strong SaaS or ecommerce case study proves nothing about running a raise against a fixed deadline. Ask which token sales they worked on and what they owned on each.

Verify the audience behind the KOL numbers. Ask for engagement rates and audience geography before you approve a creator list, then ask how much overlap sits between the creators.

Establish what happens in-house. Community moderation, content, PR, paid media, KOL management, design, and analytics get subcontracted all the time. Know who does the work and who is accountable when it slips.

Agree on measurement before signing. Reporting should cover qualified leads, conversion by channel and region, cost per acquisition, and community health, on a fixed cadence.

Check compliance awareness. Token promotion rules and paid-creator disclosure expectations differ across jurisdictions, and an agency should be able to describe how it handles that. None of this substitutes for your own legal counsel.

Assess post-presale support. The sequence continues after the raise: presale, TGE, exchange visibility, community retention, product adoption. Agencies that disengage at TGE leave the hardest phase uncovered.

Treat guarantees as a warning. No agency can guarantee a fundraising total or an exchange listing, and none can promise a price outcome. Marketing cannot fix weak token utility either, and a large follower count does not convert into presale participation on its own.

Choosing an agency by your project stage

Early-stage token projects. Positioning, brand foundations, content, and early community come first. GuerrillaBuzz, Lunar Strategy, and MarketAcross fit here, as does Blockchain App Factory for teams that want the same agency running things through to TGE.

Presale-ready projects. You need acquisition and conversion: KOL programs, PR, community activation, referral mechanics, and paid distribution. Blockchain App Factory, INORU, Coinbound, ICODA, and Crowdcreate make the natural shortlist, with X10 Agency added where Asian demand matters.

Projects approaching TGE. Coordination becomes the priority: launch communications, listing visibility, KOL timing, and community management through the volatility window. Blockchain App Factory, Luna PR, and Coinbound apply here, with YAP Global where institutional perception is at stake.

Established Web3 projects. The goal moves from fundraising to adoption, so SEO, PR, ecosystem partnerships, and retention matter more than launch hype. MarketAcross, GuerrillaBuzz, NinjaPromo, and Serotonin suit that better than the presale-heavy shops.

What to prioritize

Pick your agency on the stage of your launch and the channel that will actually drive the raise. The client logo wall tells you very little.

Ask for token-specific evidence. Insist on audience verification before any KOL spend. Define measurement before the first invoice, and hold the agency to it during the campaign.

Blockchain App Factory sits at the top of this list because it covers more of the launch path than anyone else here, which is what a team running its first token sale usually needs. If your campaign is already running and you have one gap, a focused specialist delivers more per dollar.

One rule worth keeping: if an agency cannot tell you what it will do in the eight weeks before your presale opens, it is selling you attention. Attention is not demand.
